The areas on the stream of child welfare are - Upstream (Safe Families), Midstream (Foster Care), and Downstream (Adoption).
If you take the scenario of a man walking over a bridge, but the bridge is broken and he falls in. The upstream question is how can we fix the bridge to keep people from falling in. The midstream question is how can we rescue and provide supports to those who are floating down river. Finally, the downstream question is how can we catch anyone missed before they go over the edge. The goal of social impact is to continue moving upstream and keeping families and individuals from falling off the bridge in the first place.
